The number of elected representatives in the United States House of Representatives in the United States Congress should be increased from the current 435 to circa 3,243, so that there is one elected representative for every county or county equivalent in the United States of America, whose vote in the United States House of Representatives in the United States Congress is weighted according to the size of the population of United States citizens aged 18 years or over in the county or county equivalent that he or she represents.

This significant change would make the United States House of Representatives in the United States Congress much more democratic and much more likely to approve federal policies and legislation which the majority of United States citizens support.

The business of the United States House of Representatives in the United States Congress could be conducted in writing in a discussion forum on a United States federal government website on the internet, which includes configurable polls for voting on federal policies and legislation, thereby allowing United States citizens with read-only access to this discussion forum to closely follow the business of the United States House of Representatives in the United States Congress and thereby stay informed about what is going on.

The ultimate objective is to enable every United States citizen aged eighteen years or over to vote voluntarily via the internet on every federal issue that their elected representatives in the United States House of Representatives in the United States Congress currently decide on their behalf, so that the majority will of United States citizens is reflected in every issue decided in the United States House of Representatives in the United States Congress.

The United States Senate in the United States Congress should be abolished on account of its anti-democratic nature and history of voting down federal policies and legislation which a majority of elected representatives in the United States House of Representatives in the United States Congress have approved.

State governments in the United States of America should be abolished so that only the federal government and county governments remain.

I believe that the existence of state governments in the United States of America is an obstacle that has been deliberately established in order to prevent the federal government and county governments in the United States of America from operating effectively in the best interests of United States citizens.

For example, it would be preferable if there was only one property titles system covering the entire country, administered by the federal government, instead of a separate property titles system for each state in the United States of America. This is only one of a multitude of examples that could be cited.

It is also much easier for citizens to oppose and change the policies and laws of the United States federal government that they don’t like, than it is for citizens to oppose and change the policies and laws of the United States federal government and fifty state governments of the United States of America that they don’t like.

Following is a map which shows the results of the 2020 United States presidential election by county. Counties in which the majority of United States citizens voted for the Republican Party are shown in red. Counties in which the majority of United States citizens voted for the Democratic Party are shown in blue.

States should be retained as geographic entities in order to minimize the disruption resulting from the abolishment of state governments and to facilitate federal governmental administration.

The federal government should use buildings previously used by state governments in order to administer federal policies and laws throughout America and deliver federal services throughout America.

A new constitution should be written and ratified which authorizes that the name of the United States of America be changed to America.

The entire American federal government should be moved from Washington, D.C. (District of Columbia) to somewhere in the state of Texas, in the widthwise middle of America.

Washington, D.C. should be abolished as a geographic entity and absorbed into the state of Maryland.

All American citizens should be issued with a federal identity card which shows their photograph, full name, date of birth, address and identification number but which contains no electronically-stored data, no biometric data and no other data of any type.

All American citizens aged 18 years or older should be required to prove their identity using their federal identity card in order to vote in American elections.

A flat rate of income tax of a maximum of 25% on all income earned should be implemented.

All other taxes should be abolished, including all taxes on business profits, all taxes on capital gains and all taxes on the sale of goods and services.

(I previously believed that a flat rate of income tax of 20% on all income earned should be implemented. However, this is not a high enough rate of income tax to fund the American federal government and the services it should provide to American citizens.)

The income tax rate in America should never exceed a flat rate of 25% on all income earned under any circumstances.

A flat rate of 25% on all income earned makes all American citizens who pay taxes contributors to the health of the of America on behalf of all American citizens and therefore legitimate stakeholders in the American federal government.

Abolishing the tax-free threshold will restore a sound, logical, comprehensible basis for the operation of the American economy for the benefit of American citizens, whereby the American federal government works in harmony with free enterprise, which comprises the overwhelming majority of economic activity in America.

Any income tax collected by the American federal government at the flat rate of income tax of 25% during any given financial year that has sensibly and admirably not been spent by the American federal government during the financial year, as a result of the American federal government only delivering strictly necessary services and as a result of its care in managing taxpayer funds, should be repaid by the American federal government in good faith at the end of the financial year to each taxpayer who has paid income tax during the financial year, in proportion to the amount of income tax paid by each taxpayer during the financial year, adjusted for any income tax refund owing to each taxpayer.

Whereas what are currently known as “income tax refunds” are repayments by the American federal government at the end of the financial year of overpayments of income tax by taxpayers during the financial year, these repayments of unspent income tax by the American federal government at the end of the financial year constitute repayments of income tax that has been paid by taxpayers during the financial year but has sensibly and admirably not been spent by the American federal government, as a result of the American federal government only delivering strictly necessary services and as a result of its care in managing taxpayer funds.

If anybody wonders how the American citizens could possibly fund their common needs delivered by the American federal government with a flat rate of income tax of 20% on all income, I’ll tell you.  Don’t provide the entities responsible for delivering American federal government projects with super profits.  Start looking at the largest amounts to find waste in government spending and work your way down – all the way down.  American federal government spending could easily be reduced by 30% with no reduction in the quality of federal government services provided.

All public schools in America, including public elementary schools in America, public middle schools in America and public high schools in America, should be brought under the public ownership of American federal government entities named “American Elementary Schools”, “American Middle Schools” and “American High Schools” respectively, which should be under the public ownership and public control of an American federal government entity named “American Education”.

All public schools in America, including all public elementary schools in America, all public middle schools in America and all public high schools in America, should be funded by income tax, so that American citizens whose children attend public schools in America do not pay any fees for the attendance of their children at public schools in America, particularly because it is compulsory for children in America to attend school in America up until the end of Year 10, Year 11 or Year 12 in secondary school, as far as I am aware, when they have generally reached the age of 16, 17 or 18 years respectively.

(In my opinion, the American federal government should not provide any funding to private schools in America, including private elementary schools, private middle schools and private high schools, because they are not publicly-owned or publicly-operated.)

All public colleges in America should be brought under the public ownership and public control of an American federal entity named “American Colleges”, which should be under the public ownership and public control of an American federal government entity named “American Education”.

Public colleges in America should be funded half by user pays and half by income tax, in order to motivate students at public colleges in America to work diligently to achieve good grades, particularly because it is not compulsory for American citizens to attend public colleges in America, so that American citizens who do not attend public colleges in America should not have to fund the full cost of American citizens who do attend public colleges in America attending public colleges in America via the income taxes they pay, although it is appropriate for American citizens who do not attend public colleges in America to fund half of the cost of American citizens who do attend public colleges in America attending public colleges in America via the income taxes they pay, because they benefit from the knowledge and skills that American citizens who do attend public colleges in America acquire as a result of attending public colleges in America, such as by receiving age pensions after they retire from working which are funded via income tax, which is partly paid by American citizens who have attended public colleges in America and who are working and paying income tax.

(In my opinion, the American federal government should not provide any funding to private colleges in America because they are not publicly-owned or publicly-operated.)

All public universities in America should be brought under the public ownership and public control of an American federal entity named “American Universities”, which should be under the public ownership and public control of an American federal government entity named “American Education”.

Public universities in America should be funded half by user pays and half by income tax, in order to motivate students at public universities in America to work diligently to achieve good grades, particularly because it is not compulsory for American citizens to attend public universities in America, so that American citizens who do not attend public universities in America should not have to fund the full cost of American citizens who do attend public universities in America attending public universities in America via the income taxes they pay, although it is appropriate for American citizens who do not attend public universities in America to fund half of the cost of American citizens who do attend public universities in America attending public universities in America via the income taxes they pay, because they benefit from the knowledge and skills that American citizens who do attend public universities in America acquire as a result of attending public universities in America, such as by receiving age pensions after they retire from working which are funded via income tax, which is partly paid by American citizens who have attended public universities in America and who are working and paying income tax.

(In my opinion, the American federal government should not provide any funding to private universities in America because they are not publicly-owned or publicly-operated.)

All public hospitals in America should be brought under the public ownership and public control of a federal entity named “American Health”.

All public hospitals in America should be funded half by user pays and half by income tax, in order to motivate American citizens to take good care of themselves, so as to avoid becoming sick and requiring care in public hospitals in America.

(In my opinion, the American federal government should not provide any funding to private hospitals in America because they are not publicly-owned or publicly-operated.)

American country governments should operate on a not-for-profit basis, so that the property taxes charged by American county governments should be dramatically reduced to fair and reasonable levels in order to fund the services they provide, such as rubbish and recycling collection and maintenance and repair of roads.
